A fast rate of speed?

Commonly-used expression: A fast/slow rate of speed

We typically hear this in news reports, e.g., the vehicle was traveling at a fast rate of speed along the roadway.

At issue: Speed is a already a rate (distance travelled per unit of time)...do we really mean to say "a fast rate of rate"?

Better: The vehicle was traveling very quickly/slowly along the roadway.
